History of Center City Authority
The Center City Authority was approved by Midland City Council on May 12, 2008, to provide an environment for success that leads to sustainable economic growth in Midland's Circle Area business district.

In August 2008, the first members of a seven-member board were appointed to oversee the S. Saginaw Road/Ashman Circle commercial corridor (Center City) from Manor Drive to Patrick Road in accordance with the Corridor Improvement Authority Act, Act 280 of PA 2005
